Open Division Rules and Regulations

Posted November 1, 2009

Player Eligibility

  • Age requirement
    • Players must be born on or before December 31, 1994.
  • Affiliation requirement
    • Old Boys of La Salle College, Kowloon ("LSC") or La Salle Primary School, Kowloon ("LSPS"). All players must have attended LSC or LSPS for at least one school year.
    • Children (both sons and daughters) of Old Boys. However, a team can only have a maximum of 4 of these players on the field at the same time. There is no limit of the number of these players on the team roster.

Tournament Format

The soccer tournament format depends on the number of teams registered.

  • If there are six or more teams in the soccer tournament:
    • The teams will be divided into two brackets for group play.
    • The teams within each bracket will play one round of group play.
    • Play-off game for the championship will be between the two top teams from each bracket.
    • Play-off game for 3rd place will be between the second teams from each bracket.
    • Play-off game for 5th place will be between the third teams from each bracket.
    • In the event of a tie at the end of a play-off game, the F.I.F.A. penalty kick rules will apply.
      • Only those players playing on the field at the end of the game will be eligible to take part in the penalty kick.
      • A substitution can only be made in case of injury to a goalkeeper during the kicks.
      • Each team is to provide a list of 5 kickers with kicking order to the referee.
      • At the end of a round of 5 individual kickers, the team with the most goals will win.
      • If it is a tie, each team will take turns to kick until there is a winner. No player will be allowed to take a second kick until all other eligible players on his team have taken a first kick.
  • If there are fewer than six team in the soccer tournament:
    • All teams will be put into one group.
    • Each team will play one round against other teams in the group.
    • The number of points earned by the teams will determine the placements. See "Point System" below on the point assignment rules.

Minimum Number of Players

  • A minimum of 8 players, including the goalie, to start a game.
  • If a team does not have enough players to start a game at the scheduled kick-off time, the team will be given a grace period of 10 minutes.
  • After the 10-minute grace period, a team with 7 or fewer players will forfeit the game and the opponent will be awarded a 2:0 win.
  • In the event that the total number of players of a team drops to 6 or fewer players during a game for any reason, including but not limited to injuries, red cards, and yellow cards, the game will be terminated immediately, and the opponent team will be awarded a win. If the opponent team is leading when the game terminates, the score stands. If the opponent is behind, the opponent team will be awarded a forfeit win, i.e. a score of 2:0. If the game is a tie, the opponent team will be awarded a forfeit win, i.e. a score of 2:0.

Length of Games

  • Two 35-minute halves with no overtime.
  • 10-minute half time break.
  • In the event that a grace period has been given to a team before the start of a game, the half-time break will be 5 minutes.
  • Referees have the authority to terminate a game if they deem necessary. The tournament committee will determine the final score subject to the reason(s) of the termination. The guideline is that the team that has caused the game termination will forfeit the game, with the opponent team awarded a win with:
    • the score at the game termination if the opponent team is leading;
    • a forfeit win with a score of 2:0 if the opponent team is behind;
    • a forfeit win with a score of 2:0 if the score is tied

Point System

  • Win = 3 points
  • Tie = 1 point
  • Loss = 0 point

Tie-Breakers Rules

  • Tie-breakers in the following order:
    • Goal difference
    • More goals for
    • Less goal against
    • Winner of head-to-head
    • Winner of coin flip conducted by the tournament committee

Substitution Rules

  • Unlimited substitution allowed
  • Substitution may take place at any dead ball, i.e. throw-in, corner, goal kick, restart, or kick-off, by either team.

Yellow Card Rules

  • A player who receives his or her first yellow card in the game is to stay off the game for 10 min. and returns to the game only with the referee's approval.
  • A player who receives his or her second yellow card in one game will automatically receive a red card.

Red Card Rules

  • A player who received a red card:
    • Will be ejected from the game immediately.
    • Will be suspended for at least the next game.
    • All red card situations will be reviewed by the tournament committee to determine whether addition game suspension is warranted.

Tournament Committee

  • Members of this committee will include one representative from each team with the Sports Director of the hosting Chapter serving as the Chairman.
  • This committee will oversee the tournament and will have the final decision on any matters concerning the tournament.
  • The Chairman does not vote on the matters unless there is a tie. In such case, the Chairman will serve as the tie breaker.
  • The committee will be formed during the captains' meeting on Friday, July 2, 2010.
